You only get to spare him from the second playthrough onwards, anyway - I guess to reflect what you learn the first time through about how to break the Blood Contract. Since there's no benefit to killing him without also having the contract on hand.
And yep, he's a bona fide spirit charmer - although I made the same assumption you did, at first. I call him Prince Awkwardness, personally; it's almost never not true.
